feat(templates): use Harbor integration variables

Even if HARBOR_HOST and HARBOR_OCI are not supported in the current Gitlab version, those variables have been temporary defined at the Gitlab instance level, so they might already be used

Tempororay instance variables should be removed after Gitlab update, so Harbor integration ones will be the only ones remaining
