Feature/refactor dump sql use

• add dockerfile for local build
• bump gpf-entrepot-toolbelt to 0.11.3
• remove use of .dump file:
  • download .sql dump for IGN storage
  • remove use of .dump file in docker-compose.dev.yml
• update test to introduce pytest fixture to download and insert test data
• update test to use templated .json file to indicate HOST and PORT for CI use
• update test to check output.json
• add tests in CI
