feat(agent): update gpf-pyroger to 1.0.4

• PublishAgent init updated in 1.0.0
  • remove wait for service start
  • remove retrieve of offering
  • remove start of offering consuming
• override PublishAgent method
  • is_service_available : use Road2Client to check health
  • is_offering_published : check if resource published
  • process_message : publication / sync / unpublish
