feat(test): refactor use of test configuration files to update content in tests instead of fixed config files.

closes #11 (closed)

• add publication file for each type:
  • tests/fixtures/osrm/configuration.json
  • tests/fixtures/valhalla/configuration.json
  • tests/fixtures/pgr/configuration.json
• update documentation for these new file
• in test update message content for each test (unpublish, modifying, ...)
• add test for error in restart
