perf(reverse): Improve POI reverse geocoding performance

Fusionnée Jérôme Desboeufs a demandé de fusionner poi-perf vers main
  • Add simplification step to cours_d_eau pre-processing
  • Add new tile-based spatial index for very extended geometries
  • Improve reverse geocoding execution to use both index strategies (rtree and tiles)
  • Enable tile-based spatial index for POI with category administratif and cours d'eau

⚠ IT WILL BREAK PREVIOUS LMDB MODEL => All index data must be rebuilt
