fix(api): title and abstract is mandatory of resource layer publication

Fusionnée Jean-Marie KERLOCH a demandé de fusionner feat/IGNGPF-1951 vers main
  • define title with used_data["title"] if available, otherwise use title from publication
  • define summary with used_data["abstract"] if available, otherwise use abstract from publication
